Social Impact Investment and Recidivism: A Field Experiment with High-Risk Parolees

ABSTRACT:

We study the impact of additional post-release services provided in combination with parole supervision on adult recidivism. Beginning in 2016, eligible offenders due for release on parole in New South Wales (NSW) were randomized to either the treatment program or the control group. Typically, eligible offenders are at relatively higher risk of re-offending and possess extensive criminal histories. Those assigned to the treatment program received case management and service referrals from a non-government organisation (NGO) in addition to regular parole supervision. In contrast, parolees assigned to the control group were provided with the existing parole supervision service delivered by Community Corrections NSW. We compare recidivism rates for the first 12 months after release across the two groups of parolees.

BIO:

Evarn is a Principal Program Evaluator at the NSW Bureau of Crime Statistics and Research (BOCSAR). His research at BOCSAR has examined the differences in private versus public lawyers in contributing to court delay, and evaluating various NSW-wide offender intervention programs. Evarn holds a PhD in Economics from the University of Sydney that investigates racial discrimination in the labour market.
